Hunts Point Lane Culvert Replacement
The Hunts Point Lane Culvert and Stormwater Pipe Replacement Project is underway! It is the Town's goal to publish a project update every Thursday throughout the duration of the project which will give residents a one-week look ahead into the project activities. Update for Wednesday 9/25/2024
For the next 10-days the project emphasis will be on:
- McDonald Park: Walking Trail and Parking Spaces
- Box Culvert: Adjacent Resident Irrigation / Plantings
Next Tuesday 10/1: Install stream restoration plantings and trees (McDonald Park & Culvert).
9/25 - 10/18:
- Restore the roadway shoulder.
- Restore private property landscaping.
- Install the second half of the gravel pathway to McDonald Park.
- Add gravel parking pullouts w/ timber strips to McDonald Park.
The project is expected to reach substantial completion by Friday, October 18th (3 weeks).

Expect delays going through the work zone.
For the next 7-days the project emphasis will be on roadway and shoulder restoration.
- Asphalt pavement restoration activities are on-going and will last until 9/15/24.

!!! TOMORROW 9/5 - ALL DAY WATER MAIN SHUTDOWN !!!
The City of Bellevue Water Department has hung door tags on the affected homes which include:
- 8460 & 8472 (as necessary)
- 8485
- 8488
- 8498
- 8521 - through to the east end of Hunts Point Lane Cul-de-sac
For the next 7-days the project emphasis will be on testing the new section of water main and roadway restoration.
- Curb and pavement restoration activities are on-going and will last until 9/15/24.
- Final paving is anticipated to occur the week of September 9th.

Update for Wednesday 8/28/2024
- Curb restoration and pavement preparation activities will start tomorrow 8/29/24 and last until 9/15/24.
- Final paving is anticipated to occur the week of September 16th.
- Bayshore is working with the City of Bellevue to install the new water main. The City of Bellevue will be sending out updates for the mainline shutdown which is tentatively expected to occur on Thursday, September 5th (after Labor Day).
- No changes to the current traffic configuration are expected in the next 10 days, but please slow down through the construction zone!!! We are notifying the Medina Police of repeat offenders for the safety of our inspectors and crew.
- Right after the water main is installed and backfilled, Bayshore will be turning their attention to restoration. They are slated to restore not only the creek impact area, but the parking area near McDonald Park as well.
- The contractor will not be working Labor Day Weekend 8/31 - 9/2.

- Bayshore installed a one-lane temporary bypass on the north side of Hunts Point Lane which provides for one vehicle to cross through the construction zone at a time (day and night). Please be careful and adhere to the posted stop signs and speed limits.
- The water main bypass is complete. Please be aware the City of Bellevue has a flushing station at the end of the cul-de-sac with the sole purpose of preventing the water inside the exposed main from heating up above a certain temperature. It will kick on at random and is inspected daily, including weekends.
- Heavy construction equipment will be traveling up and down the entire corridor, so if at all possible, please park all vehicles on private property and note, contractor parking restrictions will be strictly enforced. - All stormwater components have been installed and Bayshore will be provide temporary asphalt on a few gravel crossings at the lower end of Hunts Point Lane. The final pavement patching is anticipated to occur the week of September 16th.

Update for Thursday 8/8/2024
IMPORTANT DATES:
Monday, August 12th!!!
- 7am -6pm a very large crane will setup onsite alongside 8485 Hunts Point Lane and trucks (scheduled 40 minutes apart) will be delivering seven heavy concrete culvert bases. This is an all-day event and with the unpredictable events involved, it is impossible to say exactly when and for how long traffic may be impacted.
- Friday, 7/26 (tomorrow) Bayshore will post "NO PARKING" signs from HP Rd to the culvert. This is so trucks can safely turn off HP Rd and back down the lane to the extraction point.
- Bayshore will have several traffic control personnel on-site and park all their own construction vehicles on the lower end of Hunts Point Lane on Monday, 8/12.
- Monday, 8/12 - Impacted residents who wish to use town hall parking (even the staff RESERVED areas) can do so on a first come, first serve basis.
- Contractor's delivery trucks will use the town hall driveway to pull into straight, and then back down the remainder of the way to the extraction point.
- The crane will pick the heavy culvert pieces (~8' deep x 14' long x 6' wide) and swing them 180 degrees (over the roadway) and set them in the creek bottom. Traffic control will be much tighter during this event with safety personnel set up at both ends of the one-way culvert crossing and a spotter to help the delivery trucks back up.
- !!! Please help us plan for this event and limit travel to and from your residence as much as possible or make other transportation arrangements on this day.
- If you'd like to watch this event, Bayshore will guide you through the construction zone and kindly ask that you stay behind the protective fencing.
Thursday, August 15th - Tentative date to install the phase 2 box culvert tops.

Update for Thursday 8/1/2024
- Thursday and Friday (8/1 - 8/2): Bayshore will be backfilling and placing the cobble stones and woody debris in the bottom of the culvert.
- Friday or Monday (8/2 or 8/5): Two rectangular concrete culvert tops will be installed as soon as they are available. Bayshore will place these tops using the excavator they have onsite and, although they will not need to bring in a crane, there will be one large truck delivery the day of.
- Tuesday (8/6) - It is likely Bayshore will be ahead of schedule with the culvert and they will double back to the lower end of Hunts Point Lane to install the remaining storm system in front of 8520, 8550, 8561, and 8581.
- Wednesday - Friday next week (8/7 - 8/9): Bayshore will be backfilling northern part of the culvert and preparing to transfer traffic to the north side the following week.
Items to note:

- Culvert excavation started Tuesday 7/16/24. Bayshore is removing 1,500-1,700 cubic yards of material in this first phase so dump trucks will be coming and going 7am-5:00pm until at least 7/25/24. They will be working this Friday 7/19/24 to ensure they are ready for the upcoming culvert delivery.
- !!! If Bayshore is running ahead of schedule with the creek excavation, they will start replacing the storm line at the lower end of Hunts Point Lane while they wait on the 7/29 culvert delivery. Based on how the excavation progressed 7/16 and 7/17, I would expect Bayshore to be able to do some storm work next Thursday and Friday 7/24 and 7/25. The road will remain open, just know you may experience some traffic delays at the end of the cul-de-sac as well.

- The water main shutdown occurred this past Tuesday. The Bellevue Water District is responsible for notifying residents Re: any on-going boil water notices or water quality issues. It is my understanding that all boil water notices were lifted and there are no water quality issues. Update for Thursday 7/11/2024
Bayshore is installing a one-lane temporary through lane on the south shoulder of Hunts Point Lane today which will provide for one vehicle to cross through the construction zone at a time (day and night) so please adhere to the posted stop signs and speed limits.
The water main bypass is complete and the stormwater bypass pipe/ fish passage will go live Monday 7/15/24.
Culvert excavation will start next Tuesday 7/16/24. Bayshore will be removing several hundred cubic yards of material so dump trucks will be coming and going 7am-5:30pm until at least 7/25/24
The large crane is expected to be transported ~Friday, July 26th and northern half of the box culvert base is expected to be transported and installed the week of Monday, July 29th.
The remaining storm work at the northeastern end of the cul-de-sac (8561-8592 Hunts Point Lane) will resume after the culvert is in (~9/15/24).
Items to note:
- The water main shutdown occurred this past Tuesday. The Bellevue Water District is responsible for notifying residents Re: any on-going boil water notices or water quality issues. If you have any questions about your water service please contact Chris Pierson - COB Water Inspector 425-466-7566.
- We expect the first box culvert delivery Monday, July 29th (for the northern half of the culvert base). This is expected to be a one-day event and I will let you know if the date changes. There will be periodic delays of up to 15+ minutes during offloading and setting of these very heavy pieces. There is no way to avoid these delays. Town hall and Hunts Point Circle parking are available on a first come, first serve basis, but these areas are often congested with many other vehicles. Please plan ahead!!!
- Bayshore is currently working 4 - 10 hour days, M-Th. However, other activities will be occurring on Fridays such as survey crews, crane management/ transportation meetings, and traffic control striping or maintenance.

Bayshore is prepping the culvert crossing for the large box culvert now expected to arrive onsite Monday, July 22nd
Clearing and excavation activities over the next 2 weeks will include:
- trenching for and installing
- storm system on lower end of HP Lane
- a temporary water main in the north shoulder of HP Lane (8488 and 8498); and
- excavating for the culvert wing walls and the main creek bypass line (8485, 8488, 8498 and 8521).
Items to note:
- A water shutdown is required to tie-in the temporary water main. The Bellevue Water District is responsible for notifying residents Re: exact date and anticipated length of outage which they plan to do Friday, July 5th . If you do not receive a notification from Bellevue, your home should not be affected. The water main shutdown is scheduled for Tuesday, July 9th and may last a full 8 hours. Please plan ahead!!
- Please keep in mind that we now expect the 1st box culvert delivery the week of July 22nd. When the culvert arrives on-site there will be periodic delays of up to 15 minutes during offloading and setting of these very heavy pieces. I will keep you posted on the anticipated day(s) as the project moves along.
- Bayshore is currently working 4 - 10 hour days, M-Th. However, in the event of a holiday they may work Fridays.
- The contractor will not work July 4th (next week Thursday)... They may however, work July 5th (Friday) if needed to meet the water main tie-in schedule.
- The contractor must install all items below the creek ordinary high water line between 7/15 - 9/15. As a result, there will be very limited to no parking for the park activities over the July 4th weekend due to equipment and material staging required or the culvert installation.
- Heavy construction equipment will be traveling up and down the entire corridor, so please park all vehicles on private property and note, contractor parking restrictions will be strictly enforced. Update for Thursday 6/13/2024
Bayshore is actively preparing the culvert crossing area for the large concrete box culvert which is expected to arrive onsite Monday, July 15th. In order to do that work they will be doing some additional clearing and excavation including:
- trenching for and installing a temporary water main in the north shoulder of HP Lane (8488 and 8498); and
- excavating for the culvert wing walls and the main creek bypass line (8485, 8488, 8498 and 8521).
Items to note:
- A water shutdown is required to tie-in the temporary water main. The Bellevue Water District is responsible for notifying residents Re: exact date and anticipated length of outage which they typically do a week in advance. If you do not receive a notification from Bellevue, your home should not be affected. The water main shutdown is tentatively scheduled for Tuesday, July 9th.
- Bayshore's main focus for the next two weeks will be on replacing the 12-inch rotted stormwater pipe and dilapidated catch basins on Hunts Point Lane. They have completed the section in front of McDonald Park, but are having challenges working around underground gas and power lines. Although they are responsible to provide traffic control, the work requires many different construction workers and vehicles which are sometimes located on blind corners. Please be patient and navigate carefully through the work zone.
- Bayshore is currently working 4 - 10 hour days, Monday through Thursday. However, in the event of a holiday (such as next week's Juneteeth Holiday on Wednesday, June 19th ) they are expected to work Fridays and during the 4th of July week, they are expected to work only Monday - Wednesday.

Update for Wednesday 6/5/2024
Bayshore is actively preparing the culvert crossing area for the large concrete box culvert which is expected to arrive onsite Monday, July 15th.
In addition to the vegetation clearing and erosion control installation measures you saw earlier this week, Bayshore is replacing the 12-inch rotted stormwater pipe and dilapidated catch basins on Hunts Point Lane. Over the next week, Bayshore will remove and replace stormwater pipe and catch basins both west and east of the culvert crossing in front of:
